Introduction:

Tom Ludlow (Keanu Reeves) is a corrupt, disillusioned Los Angeles cop haunted by the death of his wife. Several cops, including Ludlow and his boss Jack Wander (Forest Whitaker), bend and break the rules of conduct on a regular basis. Their intention is often to deal with crime in a manner that they perceive to be more efficient; however, they routinely lie in reports and manipulate evidence to cover up for their own and each other’s transgressions.

Cop Terrence Washington (Terry Crews), Ludlow’s former partner, does not approve of this and reports it to Captain Biggs (Hugh Laurie), who starts an investigation against Ludlow. This creates tension between Washington and Ludlow; however, Washington is soon murdered in a convenience store with Ludlow present. Though Ludlow is innocent, the circumstances heavily implicate Ludlow in the murder. DNA of two known criminals is found at the scene, causing Ludlow and fellow officer Diskant (Chris Evans) to pursue said criminals. They search for them, and after some tough interrogation of other known hoodlums, they find that the two criminals in question are already dead, and they died before Washington was killed.
